Just Built... No Power

hi,

i just built a gaming rig and i plugged it into the wall and its not turning on. This is my first build so i am assuming i did something wrong. I tried different power cables and different outlets but still no luck. One thing that i am a little confused about is the power button. On the case all the front panel wires are plugged in except there were about 4 wires that were twinded with white and some other color. They saide things like LED and 3 of them are 2-pin and one of them is 3-pin. I had no idea were to put them so i just plugged them in on the edge of the motherboard where there were two rows of pins. Also i was watching some videos and on the power supllie there were switches that saide 115 or something like 250. My power supply doesnt have that

List the specs.

You can power up a pc by shorting the PWR pins with the tip of a ballpen. The pins are pictured in the mobo manual.
