Why does my 12v rail read 1.65v?

Solution
HWMonitor tends to have problems reading the voltages properly on some motherboards. On mine it reads my 12V as 6.4V but I know that is not possible as if the voltage was that low the computer wouldn't even start, let alone run. Check your voltages in your BIOS, that will give you a more accurate reading.
