Its some generic power supply, but its been reliable it should be able to take the stress of a super clocked 5770/450 right? You're also right it is a old 1650 x 1050 monitor, but its amazing in quality. but anyway

even if i did pick the 5770 they both have great points, like:
folding: 450
slightly higher frames in FPS: 5770
less power consumpton: 450
lower temp: 450
better shaders: 5770
quiter gpu: 450

i just like the 450, its a nice card. I have tossed between the two cards lol. many many times.

Just because its been reliable doesn't mean it will handle the added stress of a 100W+ card. Also keep in mind that as a PSU is used, their capacitors age which makes it more difficult for the PSU to prevent ripples and spikes from hitting your equipment. If you think you have enough wattage on the 12V rail go for it, but I'd replace as soon as you can.

Not sure about your power numbers. Looking online I got 106W for the GTS450, and 108W for the 5770. Thats close enough that the clock speeds on the cards will make up that 2W difference.
