No boot up dell 1521

hi everyone I have a Dell 1521, ati radeon 1270
It doesn't boot up, it delay about 20 seconds, when i connect it to a monitor boot up fine. In the device manager shows two !! marks under other devices (base system device), something is missing, when i check in those devices it shows the same error:
device tipe: other device
manufacturer: unknown
location: PCI bus3,device 1, funcion2
device status
the drivers for this device are no installed. (code 28)
there is no driver selected for the device information set o element

but don't know what is missing in order to install the driver.
Can somebody help me with this issue?

Boot it on safe mode - While the computer is booting up press F5 key.

Under the Device Manager expand (double click) that device in question then right click>Update Driver Sofware.
