Get the drivers off the Linksys website, or pull out your Linksys CD. If you call Linksys, they might even be able to tell you where to get the raw drivers themselves without the installer. Then, go through the driver update process, and manually select the driver to install. Then either browse the CD or choose the raw drivers that Linksys might have been nice enough to give you. Choose your adapter, and then try it. If it doesn't work, THEN uninstall/reinstall and give it a go.
Remove any other PCI card you can. I'd also try to remove other devices from device manager, including the problem card and refresh to let windows plug and play pick back up the hardware and see if can't do a little better with the available resources. Sounds like you have a resource conflict. Either that or a bad card but I'd tend to doubt that if it worked before the format.
