Hey guys my cousin recently asked me to help him build a computer for basic school work and he wants to play some games. I know for sure the main game he wants to play is League of Legend. His current budget is about 700 dollars and he is going to be using a 19 inch monitor.

He is going to be using a 19 inch monitor only. Is this card good enough or is it overkill for a monitor of that size?

Some reworking I would do including a switch to AMD, imo a better value.

MSI 880GMA-E45 ($43 less) AR
AMD Phenom II X2 555 +$5gift ($40 less)
Western Digital Caviar Black WD1002FAEX 1TB ($40 more)
Patriot G Series ‘Sector 5’ Edition 8GB (2 x 4GB) ($17 more) AR
Radeon HD 6850 +$10gift (~$35 more) AR

I couldn't decide on the specific 6850 and I didn't touch the Case & PSU.
Hopefully you could unlock this CPU to a Quad.
Overall at this price this is what I'd do, you may do as you wish but I thought I'd give you an alternative.
