Biostar 6100 t series amd

Hello,
I have a biostar 6100 t series that I can't get to boot. there are 4 led's that are supposed to light up but only the 2 bottom led's are on can someone help me? I have reset the cmos to no avail

Test the Power supply in another system (preferably similar).

That didn't work and I used a new ps. all I get is the 2 top led's flash and go off.
