USB port working but not working?

Hello,
I have a Belking wireless USB and it will only see my wireless network if it's in one of two USB ports. For some reason, now when I put the belking usb in either of those ports nothing happens. The use ports will still run a mini usb pendrive and the belkin with work in another port (but is not able to see any wireless networks). I'm so confused... many thanks for your help.

Maybe the other USB port is not a 2.0 port and hence the device is not able to work accordingly
