first if starts wavey-flickering then it gradually gets worse, then it just powers off and back on.

is it my graphics card or monitor?

my computer doesn't do anything just the monitor is affected.

if it helps i downloaded a program called game boosters about 4 days ago and used it once and removed it, could that be the cause? because it started happening around that time?

Edit: Ok i noticed that when i watch a Gaming Stream or play a Game (League of Legends) it acts like this but when im just reading forums it doesn't happen.

When i put youtube/streams in full screen it happens more offen.

Have a spare monitor? You can try different monitor just to make sure whether your current monitor is fine or not...

I'm trying to get one to try it.

btw could the graphic card be shutting down the monitor itself? like powering it off?

It could be...
ALso make sure all cables are properly connected. You can try using the other output (VGA/DVI) from your card to the monitor...

I also have the shut-off come-on shut-off issue. Happens regardless of which computer the screen is connected to. Anyone identify the cause and find a fix?
