Standing Negative HD scalar wave feedback!

I've put a Genesis Improved Terraformer and a Pawn Class ship over the
same planet with both Scaler Wave Dampers on.

I get 2 log messages resulting from this on both ships.

"Standing Negative HD scalar wave feedback!"
"Scalar Wave Damper has effected planet" <gives planetname>

Any ideas what causes the first message?

Your planet has a high negative stress. I don't remember exactly if
these values are correct.

In -300 stress theres a few hundred points of stress addes (so it goes
from -300 to minus 100 or something)

In -1000 stress the delta stress will change to +200.

Good trick for Crystals to make planets with reallly high positive
delta stress.

For this reason, unless you want to cause a flash back, it's generally
a good idea not to keep the Scaler Wave Dampers device on on all your
ships. It's only bases that your planning on repeated Laser Mine
Drilling and/or repeated Amorphous worm baking that you may need to get
stress delta below negative twenty.

This turn:
Delta Stress : -205

An increase of 36 rather than a decrease of 24.

What's the formula for the feedback?

Another part of the normal equation is that once current HD stress
level is below a certinen level. (-100?), the Scaler Wave Dampener is
less effective futher decreasing the negative stress delta.
