Half my memory slots won't work (Gigabyte mobo)

I hate asking questions because I always feel like an idiot for not finding the answer myself, but in this case I think I'm stuck.

I just got a new computer with a Gigabyte GA-970A-D3 motherboard, and 4 gigs (2x2GB) of RAM. I'm now trying to upgrade the RAM to 16 gigs with a Corsair 16GB kit (4x4GB, CMZ16GX3M4A1600C9B, if that helps).

The problem is that while Channel 1 (DDR3_1 and DDR3_3) works fine, Channel 0 (DDR3_2 and DDR3_4) don't. If there is any memory in those slots (regardless of what's in the other slots), the system turns on but doesn't do anything but turn on the fan. Monitor, keyboard, and mouse all stay off.

I can currently use half the kit in slots 1 and 3, but can't figure out why the two blue slots don't want to work. And since Google has failed me for the first time in recent memory, any help anyone here can provide would be greatly appreciated.

Windows 7 Professional, 64 bit. I can get 8GB if I put two of the sticks in slots 1 and 3.
