PS shutting off

this is my 1st build...i had the computer running for a few days, but it started cutting off and now i cant get windows to load.

specs:
EliteGroup P55H-CM
cpu is an i5 760
4GB Mushkin RAM
GTX 560 ti
XFX 650W
64GB SSD & 1TB HDD
CoolerMaster Hyper 212 Plus
CoolerMaster Elite 430 case

im about to reinstall windows, but wanted to see if anyone has any suggestions.

in bios the cpu temp is 28c
according to CPU-Z, the core voltage is 1.536V
and max TDP is 95 W
