My coputer is not shutingdownand not starting up

please can you advise me about my computer problem , when i was try to shutting down the computer without closing some files not shutdown completely ,indicator light is on and when i tried to start , not starting only mouse cursor is active with black screen but no start up.

Restart the computer and hit F8 when the boot up screen comes up and select start in windows safe mode.

After finished starting in safe mode, restart computer again.

If still having problems restart with windows 7 boot CD in the dvd-rom drive and select repair my computer.

huh... i had this problem before. Just run start up repair from the installation disk and it it should fix the problem.
