Changing hardware, got doubts and questions.

Greetings everyone,
Here is the issue - one year ago I got the new PC, which consists of the following:

Athlon II X4 630 2.8 GHZ
MSI K9N NEO V2 MS-7369
2GB RAM DDR 2
GeForce 210 (yeah...)
Win7 32-bit
1366x768

Now, finally, I am able to turn it into something more gaming-type and here is what I will probably obtain:

Athlon II X4 630 2.8 GHZ (same)
MSI K9N NEO V2 MS-7369 (same)
+ 2GB = 4GB DDR 2
+ MSI GeForce GTX 460 Cyclone OC 1GB DDR5
Win7 32-bit (same)
1366x768 (same)
+ new power supply with 500W

And here are my questions:

1. As you probably noticed, my CPU is not exactly what we call gaming CPU and will result in "bottleneck effect" on GTX 460. Thing is, recently I've been googling it and I've found dozen of such questions and it seems that the bootleneck won't be that bad. But today, someone wrote me, that this CPU gonna decrease GTX 460 potential to, guess what, GeForce 8800.
I'm far from being an expert, but seriously, how is this even remotely possible? I was deeply convinced it is impossible to cut the card performance that much. Is this guy completely wrong?

There is no way I'm receiving any new CPU now, so I need to stick to mine for a moment. I heard, that my MSI K9N NEO V2 can delimit OC of my Athlon. To what extent? I am thinking about pushing it to 3.1-3.2 GHZ... Which can lighten a potential bottleneck.

2. I am also a little concerned about RAM. I know that 32-bit system won't use 4GB, can it also have impact on mentioned "bottleneck"?

3. Which power supply should I get? I am considering those two:

OCZ Stealthxstream 2 500W
Chieftec 500W

If the latter one, someone could tell me, which model exactly?

4. You know, I'm not gonna lie, I'm doing this change mostly because of The Witcher 2 and I simply want to run it smoothly.
Recommended (for 1920x1080 and I have 1366x768):
· OS: Windows XP SP2 / Windows Vista SP2 / Windows 7 (32/64-bit)
· Processor: Intel Core 2 Quad or AMD Phenom X4
· Memory: 3 GB Windows XP / 4 GB Windows Vista and Windows 7
· Video Card: 1 GB RAM, supporting Pixel Shader 3.0 (Nvidia GeForce GTX260 or ATI Radeon HD4850)

How is mine new PC gonna do (granted that those req are accurate) in your opinion?

I have the witcher 2 atm lol at ultra settings it destrys my 2600k and 2x gtx 580s water-cooled lol. Nvidias drivers suck atm any way under res of 1920x1080 that cpu will bottleneck a 460 but not badly.
