Urgent Help For Chose PSU

I have i big problem, i recently move to new house with low electricity supply
i currently have
AMD X6 1090T BE
AMD Radeon HD 5770
Thermaltake Litepower 700W
electricity at my house often die maybe because not strong enough to supply my CPU and other device, but still enough if only my CPU turned on
my ask is
1. Can someone give advice what PSU that have low power consumption but able to run my CPU
2. How to reduce power consumption

Is the power supply plugged into a outlet by itself if not do that first. Where do you live like what state or area this should not be a issue. If the house can run a microwave without tripping the breaker the power is not the issue.

Yes, power supply plugged into a outlet by itself.
I live at rented house in indonesia, not all house have strong electricity power here, you must upgrade your electricity setup to have more power.
I know it seems annoying, but electricity here is expensive, more power more cost, maybe home owner not willing to pay more for his rented home.

its not the 400 that matters. its the manufacturer, make, build quality, efficiency etc that matters. That seasonic is a very good unit.
