i want to upgrade my pc its a packard bell an runs very slowly model / type utow-qua model imedia 1504 system xp home edition version 2002 service pack 3
packard bell AMD athlon(tm) xp3200+
2.19 ghz, 448mb of ram

If you just want it to be more responsive I would up the ram to 2gb. That would really boost your system a lot (just throw away the old ram I'd assume 2x256 sticks). Also defragment the hard drive.

on a tight budget an only use it for browsing an video downoads

I'd hesitate to upgrade that computer--if you can source some extremely cheap ram on Ebay it won't hurt. Another possibility is to get a cheap dual core CPU. I can't find any info on the motherboard (quick search), so no idea what CPUs it supports or how much ram it can take.

You might seriously consider living with it as is and saving to replace it. Even a 400 dollar computer from the likes of Dell or HP or whatever builder is convenient will orders of magnitude faster. Ebay too should have numerous refurbished systems, etc (be careful though, there's a bunch of Dells that have bad caps and are time bombs with a five year clock).
