Bad motherboard?

I recently purchased a Biostar A880G+ mobo,
Phenom ii x2 560 black edition plus aftermarket cooler
Gskill ripjaws 1600 2x4gig memory,
corsair cx430 v2 powersupply.

I have successfully unlocked to 4 cores, but when I try to overclock via the Bios (change multiplier), the system wont POST. I reset the cmos, successfully POST, boot into XP, and using AMD Overdrive, I am able to overclock to 3.6 ghz with 4 cores. Although I havent tried to reach a max OC, it seems odd to me that AMD OverDrive allows me to overclock while the bios doesnt.

I went back to dual core, ACC off, and tried to overclock using BIOS again, and it wouldnt POST. In fact, if I try to enable "P States" and leave everything stock (multiplier, NB Vid, etc etc), it wont POST. It wont even let me underclock. CE1 was disabled, and "Power Now/CnQ" was as well.

As a side note, maybe related, maybe not, I tried to install an HD 4770 video card, and all I got were Hyper Transport Sync Flood Errors.

Forgot to mention; it already has the latest BIOS.
