Do I need a new power supply?

Hello all, I'm looking to upgrade to a gts 450, and I'm curious if my current psu will be able to power it or I'll have to get a new one.
My system setup is windows 7, AMD phenom II x4 910e (2.6ghz), 8gb ddr3 ram, a wireless card, 1tb hard-drive, and a 400w I-micro psu (30A +5V, 26A +12V, 28A +3.3V).
Also if it means anything, speedfan is showing 8.58V on 12V with my 9500 gt in.
So should I go for a better psu or not?
 
instead of speedfan, get a multimetre and measure the 12 from a molex connector. Voltage readings from software may be taken from points that it shouldnt be giving incorrect readings. The psu is a poor quality one, but may be ok with your setup if it actually lives up to its rated power. most of the time cheap psu's do not produce their rated power.
