I want to buy a PNY 9800 GT today and want to make sure if my system has all the right specs to run it.

GPU http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=5274327&CatId=3669

PSU http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=5344843&CatId=1483

Monitor http://www.newegg.com/Product/Product.aspx?Item=N82E16824254001

My motherboard only has 1 PCIE 16X slot, but as I understand the PCIE 2.0 cards are backwards compatible. Correct me if I'm wrong. Can my PSU, Mobo, and Moniter run this card effectively?

Yes you are correct there is no section for GPU, i checked through the Bios versions and there is no mention of any GPU issues and the fact that there is no list would sugest to me that there will not be an issue.
Obviously i cant promise 100% without having actually used the hardware myself but i see no reason to think it wont work.

Mactronix :)
I see no reason why not but just to be sure as some times you need a specific Bios to enable support for things like GPU's, just check on the Motherboard Manufacturers Website for the GPU compatability list for your model.
I dont see any issues but its best to check.

Here is the link to my Mobo's website. I'm not seeing where I can check compatibility. Maybe I'm over looking it.
