6870 Not Scaling

Sometimes when I minimize a game the GPU core clock will return to 300MHz like it should when I minimize the game. When I bring the game back up however it doesn't go back to the 915MHz normal clock. It stays at 300MHz. I get huge framerate issues because of this and the only fix I have noticed is to restart my computer. I am using the newest CCC(10.12). Does anyone know why this happens or have a fix? Would getting an older version of the CCC help? The memory clock gets stuck on high performance.

Note: I obtained all clock speed numbers from GPU-Z.
