6870 Not Scaling

Sometimes when I minimize a game the GPU core clock will return to 300MHz like it should when I minimize the game. When I bring the game back up however it doesn't go back to the 915MHz normal clock. It stays at 300MHz. I get huge framerate issues because of this and the only fix I have noticed is to restart my computer. I am using the newest CCC(10.12). Does anyone know why this happens or have a fix? Would getting an older version of the CCC help? The memory clock gets stuck on high performance.

Note: I obtained all clock speed numbers from GPU-Z.

Try running Catalyst 10.10.

How exactly do you know it's staying at 300mhz when you bring the game back up?

Is it possible it's changing and changing back before you can tab in/out of the game?
