Why can't I get over 850Mhz on core?

I have a SAPPHIRE HD6850 TOXIC at stock OC. I would like to give it an OC to were it would perform like the hd6870. In ATI Overdrive and MSI Afterburner, I can only get 850Mhz core and 1200Mhz memory. I know that some people OC these things to the 1Ghz. Why can I not go over?

Open MSIAfterburner.cfg in notepad and under [ATIMKDHAL] or something like that at the bottom, change the value of EnableUnofficialOverclocking form 0 to 1.

Double click the file, windows cant open it by default, select choose from a list of programs and select notepad.

I can not find MSI afterburner in m computer. Where would I look? I looked in downloads and all programs, but it is not there.

Nvm I think I found it.

You have to look in Program Files/ MSI Afterburner

Open Afterburner go to Settings> General and check Unlock Voltage Control.

You can try GPUTool from Techpowerup.Also try to get the latest version of Afterburner.
