Bottleneck somewhere?

Intel Core 2 Quad Q9550
Asus P5K-E
ATI Radeon HD 5970
Western Digital Caviar WD5000AAKS 500GB 7200rpm
Seasonic M12D 850W
4GB DDR2-800

Main problem is that games (Assassin's Creed Brotherhood, Witcher 2 etc) settings don't change much performance. I could set setting to minimum or maximum and fps is still abut 20-40. There should be a problem somewhere!?

I'm running a core2 quad 8600. With 2xHD4650's, I get about the same framerate as you with about 50-75% processor usage. Check your vidcard driver for the latest one. Although you prolly won't get much more.

Just now tried Witcher2 and monitored, started with games recommended settings. Got there 20-35fps, CPU running around 50-70%, latest graphic driver installed. Using 1920X1080 resolution.

I gave another shot and tried with minimal graphics settings this time and even took resolution down to 720p. I still get exactly same fps 20-35. I'm out of thoughts.
 
very much a cpu bottleneck. you will need a minimum of an i7 quad @2.6 to cope with it
it may only be a 25% difference in performance to a i7 920 but that few percent can become very compounded with a comparatively over powered gfx card.

Hmm with the witcher 2 also make sure the option called "ubersampling" is off. It's probably off already but if it's on it will really kill your fps.

Now tried absolute minimum settings with 640X480 resolution and even gave CPU little clock to 3,4GHz ... still the same fps.
 
^^ Be careful; for whatever reason, I've found that resolutions below 1024x768 can sometimes LOWER performance, probably because of downsampling of various in game elements. Test at 1024x768 if anything, just to be safe.
 
if anything you want to increase demand on the gpu by turning on super sampling and the likes you max fps is unlikely to go up but your minimum is if its a cpu bottleneck. this is because you offloaded the cpu, it wont be able to render more fps but will render more consistently.
