Is this a major bottleneck?

Ok, I got my GTS 450 just arrived today, and i popped it in, installed drivers etc... started playing Farcry 2, CPU usage rams to 100% and GPU usage is only 37-60% max (unless i move my mouse really fast)
is this a big bottleneck? (btw farcrys settings are at max and i get like 25-40 FPS)
Current specs,

Intel Pentium D 930 Presler 3.0Ghz, 3.36GB DDR2 Ram, Gigabyte GTS 450 1024GB 128BIT GDDR5

PS sometimes it drops to 20% lowest, and my res is only 1024\768. and i cant overclock the pentium because its on an dell motherboard ... oops also forgot my GPU is overclocked to 1000 coreclock 2000 shaderclock and 2000 memory clock. and also ever since i enabled physx my furmark fps has dropped 20 fps, it was in the 50\40's now its in like 14-20 i dont know whats up

OH ALSO A QUESTION ABOUT RAM!!! i have 4.6GB installed it detects that on CPU-Z but my system only says i have 3.43GB my 1024GB stick aint getting detected!

ps i found out something, when i have vista aero disabled thats my gpu usage above, but when its enabled its 99% but no FPS boost?

ok i tested more games and Fallout new vegas is using 80-99% usage and its at maxmium settings and at max resolution

You're definitely CPU bottlenecked. For a GTS450 you want a minimum of an Athlon II dual core or a low-end Core2Duo.

As for your RAM issue; 32bit operating systems only detect 3.5Gb. That, or your motherboard only supports that much.

As far as I know, no. DX11 is available to Windows 7 and up only.

Yes, Windows Vista fully supports DX11; you have to download and install the platform update from Microsoft's site.
