Additional Comments: I have the 5870 and a 500gb HDD with Win 7 on it. I spent $330 for all that. My true budget for the whole comp is $700. So I need to try to get everything else for under $370.

Hec is no better than middle of the pack as far as PSUs go. And remember..Anything free is worth what it costs!
Never cheap out on your PSU!
It is the one component that can take ALL your other components out if it fails!
