Hello,
intel r core 2 duo t5800,memory 4.00gb, direct 10.0 video memory 512mb 64 bit operating system geforce 9600m gt video card, is it good enough for games such as bioshock 2, cod4 modern warfare 2,

not a chance in hell of decent GTA IV, its a crappy port that wont run smooth on anything but a triple or quad. You would be looking at a CPU bottleneck around 25FPS

Bioshock 2, COD4, and MW2 you should be able to pull them off a medium detail settings, the CPU bottleneck wont be nearly as extreme as GTA IV's is.

, kinda dumb when its comes to computers, what do you mean bottleneck around 25fps and how do you change the performance settings for games

GTA IV is heavily CPU limited to the point where it doesnt matter how strong your GPU is you wont get anywhere near the 40FPS target with a dual core.

In the options menu there will be a graphics quality option, its name varies by game, thats where you would adjust the detail settings, for most games you can expect medium levels, for some you might need to lower them a bit farther to get playable frame rates, generally you are shooting for 40FPS and up.
