X700 Heat Sink and Fan

I noticed something strange with the fan and heat sink on an ATI x700 PCIe card. After replacing the fan, it makes noise on boot up. If I touch the heat sink with the tip of a screw driver, the fan immediately operates normally.

Is this static buildup?

You may be right, but I'm not holding it with the screwdriver. I simply tap the heat sink for a breif moment. Perhaps that's all that's needed to settle the card from vibrating.

The next time I boot, I'll experiment to verify if it's just vibrating too much.

You were correct rolli. It's vibration. By holding the heatsink, the fan stopped vibrating and making noise.

On boot up, all of the fans blast at 100% which appears to be too much for the graphics card fan.
