Aftermarket Cooler for 6870

Hello, I was wondering what a good after market cooler would be for a XFX6870?
I have $50 to spend on it.
The current stock fan that is on it is extremely loud,sound like a vaccum.I have the fan speed set to auto and never goes above 38% and the temp was at 86c so i turned it over to manual and have it running at 50% right now.It is vertually silent below 40% but after you cross that it gets really loud.

I have seen that before and i've heard it work,but i am skeptical about it because it says it only has the capicity for 120watts and the 6870 is 250watts at load.

Thats its for 50$ if you can spend more there are better ones. i have bought so many arctic cooling products i like them
