My cumputer shuts down before hitting the boise screen

Hello, i have problem with my BoxX computer, the problem starts when i turn on the computer its shuts down on welcome screen and when i try to turn it on again its restart on Bios boot screen and after few shuts down its starts. now my PC shuts down before its hit the Bios boot screen and when i try to turn it again its comes with the same problem again and again and the computer didn't starts any more.
i changed the power supply and nothing happened and also changed the video card and the problem continue.
