I am wondering if its worth it getting a new graphics card...

Your computer comes with a 300w power supply which should be sufficient for any card that doesn't need an external power connector. The HD5670 would be a good choice. It is a pretty good card for low resolutions and appropriate for your processor.

pci express is backwards compatible,no problem with it!!!Yes you can upgrade your graphics card you will not see any problem with pcix16,you can have following choices:
1:$100 Budget:9800gt,hd 5670,hd 4850,gts 250,hd 5750
2:$150 to $200 Budget:hd 4870,hd 6850,gtx 460 768mb,gtx 275,hd 5770
3:$200 to $300 Budget:Hd 5850,hd 6870,hd 6950,gtx 470,gtx 285,gtx 460 1gb.
4:$300 To $500 or up budget:hd 5870,gtx 480,gtx 570,gtx 580,hd 5970,hd hd 6970.gtx 295,hd 4870x2.

IN First Row Hd 5750 is the best!
IN Second Row Hd 6850 And Gtx 460 768mb are best!
IN Third Row Gtx 470,gtx 275,Gtx 460 1gb,hd 6950 are best!
In Fourth Row All of those are good and almost same,however you will see some difference.
But first you need to tell us your budget,Resolution And Games you want to play,without them we cannot tell you which to get.

Well I don't really have games picked out, but maybe ill be trying out mass effect and portal ,.... maybe even something that can play final fantasy 14 -i know i know lol- im not a huge pc gamer, but ill play a game here and there, and to me graphics dont really matter that if they are top notch as much as if the game is just playable.

I was thinking maybe something under 100 would be good but i saw the recommendations that you guys gave me its pretty solid ones, after what i said does anything change?

You would need a new power supply for pretty much any card that is better than the one I linked. If your goal is "playable" than it will be fine even for high resolutions.
