Will a Sapphire ATI HD6950 2GB GDDR5 PCI-E card fit in a Fractal R3 ?

Yes it will. Here is a picture of a HD 5870 in a Fractal R3.
The 6950 (27cm long or 10.6 in) is just a shade shorter than the standard HD 5870 (28cm or 11") shown here.

Hard to say, but it does look like a tight fit, if at all. From this review at MaximumPC.com (below), it looks like the answer in NO. But a redesign seems to be in the works. You may need to contact the vendor directly for a definitive answer. Good luck!

Good info here, funny how the MaximumPC review and the one you posted seem to say different things regarding GPU size. Of note in the MaximumPC article was the reference to a R3 redesign.

Still looks like a very nice (quiet) case.

The case claims to support video cards/GPUs up to 290mm:

If the worst comes to worst, you can always remove the upper HDD cage. But my feeling is that you won't have to.

Good question, but since slot spacing is standard per the ATX standard, I wouldn't think so. One issue may be with the relative size and position of the PCI-E power connectors and how far they extend the relative length of the GPU.
