Very cheap fan controller

I'm looking for a very cheap fan controller.
I know that there's no genuine fan controllers that cheap. So these are my choices:

1. I wanted to know could I control non-pwm fans to run at lower rpms?
For example I have scythe nonpwm fan which runs at 1200-1300rpms, which is too loud for an intake for me.
I want to lower to a 800-900rpm.

2. Where should those temp sensors be connected from a second controller?

Would it be controllable with those controllers also?
 
The cheapest way to control fans is actually free.

You can rewire the fan to run at 5V or 7V instead of the default 12V. If your fan is running at 1300rpm at 12V, then 7V should take it down to the range you want.
