I fairly sure that the 460 gtx is a good card. Also that the Athlon II X2 3.2 is a fairly bad cpu. (At least by my standard)

My other specs are a 870-G45 msi mobo, 3gb ram, windows xp and a 650 watt psu.

Will the cpu bottleneck(?) The gpu? I only plan to play at 1280x1024.

Solution
First of all,GTX 460 is a complete overkill for your resolution, cards like HD 5770/GT 450
can handle all games fine on that res.
Anyway,to answer your question, yes the CPU will bottleneck a GTX 460 at this resolution.
The GTX 460 would perform admirably. However as Maziar stated, it's more video card than you can use. The CPU will limit it ultimately, and the low resolution you're at doesn't require nearly as much power as the GTX 460 can provide.

Save money and get a less expensive video card. :)
