Server 2003 R2 Continuously Rebooting

I have a Old Dell pe2850 with a Server 2003 R2 OS that's continuously rebooting... even in safe mode. It does it once it hits applying computer settings. The only way I can get it to boot all the way into windows it to do a windows repair and it will let me into windows once, After that it goes back into the continuous restart.


Any Ideas?

Ive ran memtest no errors
Ive tired putting it in OS install mode



This happened after a power outage last week

"Boot into safe mode" Cant do that ~ reboots at login screen also

"disable automatic restart" did that in dos with F8 no luck



It makes it all the way to the log on screen how is that the PSU? It said the os was corrupted once when I booted with the Server 2003 CD so I did a OS repair and it allowed me to login without rebooting so I thought it was fixed "but it wasnt". Ive repaired it twice and both times it allowed me to login once without rebooting, after the first login it will no longer allow me to login. It reboots right before it gets there right around when it says "applying computer settings" and sometimes I see the login screen for a sec before it boots
