Help ! Pc won't shut down properly or restart !!

Hi everyone !

I recently built my first pc, its been about 3 week. I have been trying to overclock
And with good advice from this forum I have done so.

The only issue I have is if try to restart the pc it just hangs so I have hit reset button.
And when I hit shut down button then it does shut down I can hear the hdd going off etc but the CPU fan and the case fan is still going.

I have not altered anything in bios other than the multiplier everything else left alone.
I am wonder weather epu is doing this ? Should uninstall it and see what happens?

Any advice would be greatly appreciated

Running. Asus crosshair formula iv
Noctua d-14 CPU cooler
3x case fan.
Coolermaster elite 430
Corsair 2x2 ram
650 novatech atx psu
Evg force gtx 460 graphics card
Win7 64 bit

My first guess would be the PSU.

Hi thanks for your reply. It's brand new !! Everything else work fine ! Could it be a software problem ?
