Hello,
any significant improvement in visual when we use a graphic card with led monitor, is a card must for LED monitor?

Depends what you are using it for. For still images or movie playback you wont have any improvement in quality whether you are using integrated graphics or a discrete graphics card, however, if you want to play games on it you will need a card to get smooth frame rates out of it at high quality settings.

Your GFX card doesn't know that you have an LED monitor. GFC card requirements are stricly dependent on number pf pixels being pushed around .... monitor size, type etc are irrelevant.
