What's the best CPU, mobo, RAM (1333 min), PSU with room to upgrade for approx 3

Hello,
I'm randomly playing extremely hard-core games and sometimes I just have fun with classics and MMOs, I want to be ready for the future and whatever some of my pro gamer friends ask me play without any lag
im guessing only AMD offers the possibility to change processors(i wonder when am4 is coming out?)
And would two cheap gfx cards be better than one expensive one?
Depending on my grades my budget can go up or down.
p.s. im living in Dubai

Right now there is no upgrade path to new processors with the current AM3 motherboards and CPUs.
The switch over to AM3+ this summer will mean Bulldozer CPUs will not be compatible in AM3 motherboards.

But Intel 1155 socket Sandy Bridge CPUs/Motherboards will have an upgrade path to the Ivy Bridge CPUs

In most cases 2x budget graphics card do not equal the performance of a mid-range graphics card. And they won't come close to a top end video card.

You did not yet mention your budget.
But you can price out some items to see how well they match what you can spend:
