Fans will not spin

I was replacing my PSU since my old one died, but I came across a problem.
The fans will not spin at all now; the CPU fan and case fan.
The PC itself boots up fine, but the fans just do not work.
Any idea to the cause?

where did you get this spare power supply.?
what is it.?
The one that I am currently using is the OEM PSU that came with the PSU (20 pin).
I tried a different OEM PSU (24 pin) I had and it still doesn't work.
I actually tried a fan pin to molex connector and the fan worked, but it's at load, which is loud.
I think the pins are messed up :(

If the mobo runs without the cpu fan plugged in, then I agree with a fan controller. My north bridge header went out for no reason and I had to add that fan to my fan control setup. Cheaper than another board.

Monitor just came with an error about the CPU Fan failing.
The strange thing is that it works with a fan-molex connector like this:

this is why I asked about the CPU fan....
you can run on high but will not have sensing control or hardware monitor functions in BIOS.
you can try another heatsink/fan and see if that works but odds are it's motherboard time..
Don't have another heatsink, but I've confirmed it is the MoBo (used different case fans for the connectors; nothing worked).
