I looked at the December 2010 guide and I was looking at the two listed.
Is more of a personal preference thing, performance wise they're almost the same, some games the 6850 performs better while in other the 460 leads, power consumption and temperature wise they're both power efficient cool cards. The 6850 is a little bit cheaper right now though.
It only appliesd to DX11 games that use tesselation, and only with it enabled.
Currentle there are very few games that use it to an extent where the 5000 cards really falls down considerably, HAWX 2 and lost planet 2 being examples of it, along with some synthetic benchmarks like uninigne heaven or stone giant, but not much more.
CIV nor WoW or any of the most popular MMOs even make use of tesselation, though WoW does favor nvidia cards quite a bit, but that's even on DX9.
