Pentium 4 shut down after thermal event now won't work at all ?

Pentium 4 3.8 shut down after thermal event now won't work at all ? The fan and heat sink were spotless and the heatsink compound fresh. PC wont even get to bios, nothing at all, just the fans running normal. What can be done to bring the chip out of shutdown? or is it knackered? was running brilliant 10 mins. before.

Try checking your PSU if it's giving enough power.
