Lan setting / use a proxy not working

every time i install my xp i always
tweak my services.msc have done 8 yrs. for some reason this time
ive disabled the option use a proxy server for your lan see pic its greyed out

how do i re-enable proxy server use - and i no the tick isnt in the box - doesnt work either way im guessin i turned of 1 2 many things this time in services.msc

Go into your Registry and navigate to HKEY_CURRENT_USER>Software>Microsoft>Windows>CurrentVersion>Internet Settings>ProxyEnable then change the setting from a one to a zero. That should do it but if you have made Group Policy changes you may find you aren't granted permission to make teh change. If tat's the case, modify the Permission from a right click on the main Internet Settings key.
