A dell computer has two 2gb ram chips but displays 2 99 gb

I have a Dell Optiplex GX280 with two DIMMs installed, 2GB each. Properties shows 2.99 GB ram. Why? ![:fou:]( ":fou:")

And integrated graphics will allocate your RAM too.
