Yes, this is a laptop, but is there anyway to improve the performance of this integrated graphics card?

Are you able to see the BIOS? You can also try AMD/ATI's Catalyst software.

OCing junk usually just results in hotter junk. Sorry, but you're probably close to what it can do already. If you want a laptop that can game you need a newer/better one.

also which is better, this computer's graphic card or a intel HD graphics(core i3)

Depends on which i3? Yours is better compared to the first i3s, but the new sandy bridge (SB) ones are better.
