Additional Comments: I am seeking to build a computer that I can program with NetBeans and is able to play videos on NetFlix, Youtube, and Hulu. If at all possible, it must be fairly quiet.

  1. With $400 I'd look at the Phenom II X2 555/550/545. One of those.
  2. And a good budget card would be the Radeon HD 5570, or the GT 440.
