Signs of a failing mobo

Hello,
I am working on a computer that the lights blink every 5-10 seconds but it won't turn on when powered on. Is this a motherboard issue?

It could be that or a PSU issue, or something else. Re-check the PSU's power connections to the motherboard to make sure they are firmly seated into the 24-pin and the 4/8-pin CPU connectors. Then verify the CPU fan connector is properly attached. Then make sure the RAM and any add-in cards are properly seated.
