PC keeps Rebooting, Help.

I have recently replaced RAM and PSU of my computer as it experienced power surge few months ago. Now my computer doesn't boot and as soon as it tries loading windows, it restarts again. And i t goes on no again n again. However it runs ok if it somehow gets going. But I dont know how to do that. The msg I get on start up is
"Performing automatic IDE
configuration...
Drive 3: Disk Drive
Time-of-Day not set - please run setup program
Invalid configuration information - please run setup program
Alert! System battery voltage is low.
Strike the F1 key to continue, F2
to run the setup utility"
Plz help me how can I start my computer successfully.

Yeah it was the case and I was able to log on by chosing an option in the drive menu. Its now working right after the battery is changed.

First changing an option in drives menu in the bios set up let the computer boot up succesfully and then I replaced battery. Now its ok.
