I own a Packard Bell E2315 laptop with a Intel Celeron M350 1.3Ghz
processor (90nm version with 1MG L2 cache). Packard Bell mention that
this processor supports the Intel Speedstep but I don't think that the
software has been installed. This makes me wonder if the CPU actually
supports it as I have not been able to find this out on the Intel
website. Does anyone know the answer ? Also where could I download
this Speedstep software ??

The Intel datasheet for the Pentium-M mentions Speedstep as a
low power feature. The datasheet for the Celeron-M does not. That
leads me to believe Celeron-M doesn't have Speedstep.
Your laptop should already have Speedstep drivers from Packard Bell if
applicable.
