Knowing the attackplan bug I had the idea to edit the vps manually and then
let Diplomat run the sim with the changed vps. Unfortunately I had no
success. Diplomat uses the original. Is there a way to tell Diplomat to use
the changed version?

Yes - just don't add any units to the sim after you edit it. After
editing, tell it to run Master/ Host (with the normal button)
immediately. At least that is what i meant to happen.

I would be interested to know if the RST resulting shows that the attak
switches are set wrong...
