New Build, Terrible Stuttering

I've recently built a new Windows 7 64bit computer. Everything in the computer is new, save for the power supply and Hard Drives ( The OS is on a new Hard Drive, however).

I experience slowdown and stuttering constantly when using firefox, or even browsing my windows media library. The stalls may come when scrolling a page, or typing in a text box.

I've run CHKDSK and Prime95 with no errors, and I've also ran the memory diagnostic tests. Everything came back fine.

One thing I should note is that when I am playing a game (TF2, Left 4 Dead 2, Crysis 2 Demo), I suffer no slowdown or stuttering.

What could this problem possibly be? There are no driver errors in Device Manager, and I've installed all the possible updates, including hardware and BIOS. I really don't know where to go from here.
