? I've never seen such a thing. You sure you are supposed to remove it?

I don't think you'll need to remove that. It looks like a rivet (given the marked absence of any sort of bit) that will come off with the backplate. You should first remove the DVI connector anchors (the screws on either side of the DVI ports). This should allow you to remove the backplate. If you still have issues, I would contact your device manufacturer for information re: removing this panel since it is definitely not normal for rivets to be put into place to keep backplates on GFX cards (esp low profile cards with multiple backplate options).

It is to reduce the width of the card because I am installing this graphics card into a small form factor computer. If you look at the image closely the VGA connector over to the left is not mounted to the actual card. By replacing the backplate with another provided it will fit width of the small form factor case.

I thought low profile was referring to the height of the gpu not the width of the backplate/gpu either was yes I am trying to reduce the width of the backplate by replacing it. In any case I already removed the rivets on the DVI and VGA connectors. The GPU came with with a reduced width backplate, but I cannot figure out why they made it so difficult to get this screw out. Can anyone confirm that a Torx (star shaped) drill bit needs to be used?

It looks like a stripped-out torx screw, yes.
