Hello everyone
I posted last night and indicated that I had purchased a 4670 and cannot get it to work. I uninstalled the old card, deleted the drivers, installed the new card, and when I went to start my computer, my PSU got really loud and nothing was displaying on my monitor. It sounded like my fan was going full speed. My question is, can my dynex 400w psu support this video card? Also, does this sound like a PSU problem or a video card problem?

Reinstall the old card to see if your system starts working again.

it does. I did a system restore and it works fine again with the old card.

Your card draws between 65W to 140W, idle to load, respectively, so I think a 400W power supply should suffice, especially when the card is at idle. If applicable for your motherboard, have you ensured that your 4-pin molex is plugged in somewhere close to your PCI-E bay?

A HD 4670 does not draw between 65w to 140w; idle to load. No by a long shot.

^ you are absolutely correct! :D  I was actually looking at the total system power chart, which is rather useless unless the same parts are in use. Sorry.
